Nate Moore, the producer of Captain America: New World Order, promises a future battle between Sam Wilson and Thunderbolt Ross. As Phase 4 of the Marvel Cinematic Universe ends on November 11 with the premiere of Black Panther: Wakanda Forever, Marvel will move into their Multiverse Saga. Captain America: New World Order, starring Anthony Mackie in his first feature-length film as the new Captain America, is one of the highly anticipated planned releases. The fourth Captain America picture is set to begin production in the spring of 2023 and will be released on May 3, 2024.
Captain America: New World Order will follow Sam Wilson as he adapts to his new duty as Captain America, following on from The Falcon and the Winter Soldier. While the film is still in pre-production, it was revealed that Danny Ramirez and Carl Lumbly will return to their roles as Joaquin Torres and Isaiah Bradley, respectively, from the limited series. They will be joined by Tim Blake Nelson as the Leader, Shira Haas as Sabra, and Harrison Ford as General “Thunderbolt” Ross, who will take the place of the late William Hurt. Ford’s inclusion to the MCU is excellent for the series, and Moore now provides one of the first looks at his part in Captain America: New World Order.
Thunderbolt Ross appears to be causing problems for the new Captain America. Moore teased friction between the general and Sam Wilson in a recent interview with Collider, reminding everyone that Ross imprisoned Sam at the end of Captain America: Civil War. Moore’s complete quote is below:
“Well, look, Sam Wilson’s Captain America, he is going to bring his own team to play. It’s no secret that Samuel Sterns is making his return to the Marvel Cinematic Universe, which is fantastic because Tim Blake Nelson’s the best. Harrison Ford is taking on the role of General Thaddeus “Thunderbolt” Ross, and to see Sam Wilson and Thunderbolt Ross, which if you remember actually threw him in prison at the end of Civil War because he violated the Sokovia Accords. There’s going to be some natural sparks there, which I think are going to be really fun.”
What Thunderbolt Ross Signifies For The Story Of Captain America 4

Ross and Sam’s conflict in the upcoming Captain America film won’t come as a surprise to longtime MCU viewers or followers of Marvel Comics. The general made his film debut as the enemy in The Incredible Hulk in 2008, and his final appearance in the MCU occurred when he chased Natasha Romanoff at the start of Black Widow in 2021. Ross transforms into the Red Hulk in the comics so that he may finally equal the strength and intelligence of the Hulk. Ross’s participation in Captain America: New World Order is fascinating because Nelson’s the Leader, who has conducted gamma radiation experiments before, was already revealed as the villain. That would also indicate that Red Hulk’s origin story will be featured in Captain America: New World Order, and that Captain America will have to battle two bad guys.
Of course, Marvel hasn’t formally endorsed Red Hulk yet. It’s possible that Sam’s conflict with Thunderbolt Ross in Captain America: New World Order is still connected to the general’s actions in Civil War and that Sam will once more struggle with dealing with becoming an unofficial superhero. Still, Red Hulk’s entrance seems inevitable given that Ford is anticipated to reprise the role for Thunderbolts. Marvel fans should keep a look out for additional information as the Multiverse Saga of the MCU develops.
